Our dealer told us to come back when we got our plates and they'd install the front plate. We did it ourselves, here's how:

1) There are two small dimples in the front bumper. We checked, and these align with the holes on the plate.
2) The screws and rubber inserts were in the glove box. These act like molly bolts: The rubber insert goes in the hole (notice it has a flange at the front so it doesn't go all the way through), then when you insert the screw and tighten, it pulls the metal nut in the end of the rubber piece forward, making the rubber bulge and snug up behind the bumper.
3) We drilled a 1/8" pilot hole with a bit for drilling plastic.
4) We drilled a 1/2" hole (the diameter of the rubber insert, but less than the flange). We needed to wiggle a bit to get a true 1/2".
5) Put in the inserts, which is hard as they are rubber and you can't push them in (they compress and get bigger)! The trick was: Get them a little way in, then put the screw in, turn a big to engage the nut and then push on the screw-head, thus elongating the rubber insert, making it narrower.
6) Remove the screws, put on plate on, put the screws back in and tighten.
7) We put little stick-on rubber bumpers (like for cabinet doors) on the lower back-side of the plate so it wouldn't rattle against the bumper.

Done! And one full-charge draining round trip to the dealer avoided. (Not to mention the avoiding the inevitable hour waiting in the dealership.)
