I'm not sure where the $2800 worth of 'maintenance' comes from (several sets of tires and alignments?) but the 5 year $700 tab for repairs is VERY admirable - Try THAT with your ICE :lol:

Not sure about the land of the free but down under we receive fixed price servicing (in exchange for our 5 yr warranty and roadside assist, else it's 12 months). Over the 5 years it works out to around AU$1800. Add in a few tyres (especially mine!) and you're nearly there.
 
Hyundai Accent is the cheapest? Maybe with free oil changes.

I guess it doesn't eat tires as fast as some of our i-MiEV's (mine included).
