Where is the chip location that holds the VIN info in the MCU / invertor ? It is U6 located nearby to the ISA board. See page 2 of this thread for a picture of the main board in the bottom plenum. It wasn't clear to me that there was a defective LTC chip, maybe so, but there were 2 very low cells, #38 and #42. So after swapping out a CMU05 board, the low cell #38 is not reading low anymore? Was the cell voltage actually measured with a voltmeter to verify it's actual reading before and after ...

That's great to be able to chargge and the cell's are fairly even in voltage. It may be that the OBC 39 and P1A44 are somehow related to something that happened in the past, and for some reason don't want to clear. With OBC code 39, the car is not likely to charge. You should remove the cover on the OBC and inspect for capacitor damage; see the OBC troubleshooting thread for pictures and a few details on what is inside that box.
